Johnson - INCREASED spending 55%
Nixon - INCREASED spending 81%
Ford - INCREASED spending 23%
Carter - INCREASED spending 66%
Reagan - INCREASED spending 69%(dramatically increased defense spending to defeat USSR)
Bush I - INCREASED spending 23%
Clinton - INCREASED spending 32%
Bush II - INCREASED spending 23% (so far)
Answer: there isn't one
